Stagliano Vito Stagliano, a career Federal executive, served as Deputy Assistant Secretary of Energy for Policy Analysis during the first Bush Administration. He directed the development of the National Energy Strategy of 1990 and participated in the design of the Energy Policy Act of 1992.
